They both do many of the same things, but there are some things that are only accessible via one or the other. The overlaps between Part and Part Design are a great example. You have to not just know what you want done, but know which workbench contains that feature. The main thing that makes FreeCAD less discoverable is the way stuff is divvied between the various workbenches. To be fair (and I say this as a user of the program) it IS a bit harder than other CAD applications because it's a little less "discoverable." You pretty much need to learn to use it before using it, even if you've used other programs and know what you want to do, as you can't just "click around" to land on the features you're after. It might not be easy, but it will be worth it. So I guess the TL DR is: download freeCAD from the official website, install the Behave Dark preferences pack, learn the keyboard shortcuts, and watch tutorials as necessary. Unless you do a lot of organic shapes or complex assemblies, I find the default workbenches fine without any addons. FreeCAD is very good about backwards compatibility, and you know you'll always be able to find old versions if necessary. If you're doing this professionally I would stick to vanilla FreeCAD rather than any unofficial branch. If you stick with default Sketcher shortcuts, you can find a printable cheat sheet I made here.
